Odd, it looks like they align with the edges of the neck block. I think cracks but don’t know why it would like that. Does the neck joint feel solid?

Here's my understanding (but I could be wrong on some of it). sk = soprano, koa 9 = 1999 5 = May 296 = consecutive number

For odd size washers try McMaster-Carr (McMaster dot com). They even carry some leather washers. Good luck with the restoration.
